  • “Nonexcepted intrastate commerce” means the operation of a commercial motor vehicle solely within the borders of this State, including, without limitation, by a driver who operates a school bus outside of the definition of “school bus operation” set forth in 49 C.F.R. § 390.5. The term does not include the operation of a commercial motor vehicle:

         1. To cross any state or national border; or

         2. As described in paragraph (b) of subsection 1 of NAC 483.7994.
