The proceedings of an investigatory panel to determine whether there is just and sufficient cause for the Commission to render an opinion on a third-party request for an opinion are confidential and closed to all persons except the parties to the third-party request for an opinion and any other person the investigatory panel deems necessary to the proceedings of the investigatory panel.
