  • Any petitioner who desires a hearing on a petition for a declaratory order shall set forth in detail in his request the reason why the matters alleged in the petition and the supporting affidavits or other written evidence in briefs or memorandum of legal authorities do not permit the fair and expeditious disposition of the petition and, if a request for hearing is dependent upon factual assertions, shall, by affidavit, establish those facts.
