Evidence may be received in any manner ordered by the Committee or hearing officer, but will ordinarily be received from the parties in the following order:

     1. Brief orientation by the staff;

     2. Each party;

     3. The staff;

     4. Interveners; and

     5. Rebuttal by each party.
