  • “Ratio study” means an evaluation of the quality and level of assessment of a class or group of properties in a county which compares the assessed valuation established by the county assessor for a sampling of those properties to:

         1. An estimate of the taxable value of the property by the Department or an independent appraiser; or

         2. The sales price of the property,
