“Project” means the planning, development, construction, financing, improvement, maintenance or operation, or any combination thereof, of a transportation facility, as defined by the Department pursuant to a request for qualifications, a request for proposals or both, issued by the Department in response to a solicited proposal or unsolicited proposal.
