  • An applicant for financial assistance or a recipient is entitled to represent himself or herself or to be represented by another person, including a legal representative, at the administrative review. The Division will inform the applicant or recipient or his or her designated representative of this right:

         1. At the time he or she applies for financial assistance; and

         2. In a letter notifying the applicant or recipient or his or her designated representative of the action of the Division that is subject to administrative review.
