  • An agency which provides child welfare services that wishes to provide a program must provide services to identify children in foster care who are likely to remain in foster care until 18 years of age and assist those children in making the transition from foster care to economic self-sufficiency. The agency may provide those services:

         1. Directly;

         2. Through a contract or agreement with a nonprofit community organization; or

         3. Through a contract in which the services are provided on a fee-for-service basis.
