An owner or operator shall prevent or control populations of disease vectors at the municipal solid waste landfill unit using techniques appropriate for the protection of public health and safety and the environment. Other than daily cover, appropriate techniques must be instituted whenever required by the solid waste management authority to minimize the transmission of disease.
