  • “Treatment or waste treatment” means the stabilization or alteration of the quality of wastewaters by physical, biological or chemical means or a combination thereof, for the purpose of reducing or eliminating adverse effects on water quality, such that the tendency of the wastes to cause any degradation in water quality or other environmental conditions is reduced or eliminated.
