Review or approval of facility plans, design drawings and specifications or other documents by or for the Division is for administrative purposes only and does not relieve the applicant of the responsibility properly to plan, design, build and effectively operate and maintain the treatment works described in the agreement for financial assistance as required under law, regulations, permits, and good management practices. The Division is not responsible for increased costs resulting from defects in the design, plans and specifications or other pertinent documents.
