If the Division does not issue a medical marijuana establishment registration certificate to an applicant to operate a medical marijuana establishment, the Division must provide written notice to the applicant stating that the Division did not issue a medical marijuana establishment registration certificate to the applicant as a result of the provisions of NAC 453A.310 and 453A.312.
