If, upon an external inspection of a boiler or pressure vessel, there is evidence of a leak or crack, sufficient covering of the boiler or pressure vessel must be removed to allow the inspector or special inspector to determine satisfactorily the safety of the boiler or pressure vessel. If the covering cannot be removed at that time, the inspector or special inspector may order the operation of the boiler or pressure vessel discontinued until the covering can be removed and a proper examination can be made.
