1. The contractor is responsible for ensuring that the operation, maintenance and testing of the elevator comply with the requirements of NAC 455C.400 to 455C.528, inclusive, until an initial operating permit has been issued.

2. The owner of an elevator or his or her agent is responsible for ensuring the safe operation and proper maintenance of the elevator after the initial operating permit has been issued.
