  • “Public receptor” means an off-site:

         1. Residence;

         2. Institution such as a school or hospital;

         3. Industrial, commercial or office building; or

         4. Park or recreational area,

    Ê that is inhabited or occupied by the public without restriction by the facility, in which the public could be exposed as a result of an accidental release to toxic concentrations, radiant heat or overpressure.
