“Agency or organization” means:

     1. The State of Nevada;

     2. The Nevada System of Higher Education;

     3. A school district;

     4. A county, city or town; or

     5. An organization that is exempt from taxation pursuant to the provisions of section 501(c)(3) of the Internal Revenue Code.
