  • “Nonexcepted interstate commerce” means the operation of a commercial motor vehicle in interstate commerce by a driver who is subject to and meets the qualification requirements of 49 C.F.R. Part 391, including, without limitation, a driver who operates a school bus outside of the definition of “school bus operation” set forth in 49 C.F.R. § 390.5.
