If a transferor or a transferee requests the Division to issue or transfer a certificate of ownership for a manufactured home, mobile home or commercial coach, the transferor or transferee shall specify in the request the name of each person whose name will appear on the certificate of ownership. If the names on the certificate of ownership will appear with the word “and” joining them, each such person must sign the request. If the names on the certificate of ownership will appear with the word “or” joining them, any such person may sign the request.
