Every grant awarded by the Commission must be memorialized by a contract between the Commission, the grantee and any other person necessary to the completion of the project for which the grant is awarded. Upon approval of the application and the contract by the Commission, the grantee shall request in writing that the Commission begin payment of the money granted. If the amount of the money granted was conditioned on the recipient providing an equal amount, he or she must submit proof of the availability of that money.
