Within 30 days after the completion of the construction of a geothermal well listed in this section and the removal of the drill rig from the location of the well, the person who holds a permit to drill or operate an individual geothermal well or a permit to drill or operate geothermal wells in a project area shall pay to the Division a fee based on the depth of the well according to the following schedule:
