Properly prepared plans and specifications for the construction, remodeling or alteration of a dairy farm or dairy foods manufacturing plant must be submitted to the Commission for written approval before any construction work is begun on any milkhouse, milking barn, stable or parlor, or dairy foods manufacturing plant. The plans must show the layout, arrangement, construction materials, location, size and types of facilities and fixed equipment. The owner or operator must comply with all requirements of sanitation and control of quality adopted by reference in NAC 584.02415.
