  • Upon the approval of the presiding member of the Commission, the parties may stipulate to any fact at issue by a written stipulation introduced in evidence as an exhibit or by an oral statement shown upon the record. A stipulation is binding upon all parties to the stipulation, and it may be treated as evidence at the hearing. The presiding member of the Commission may require proof of the facts stipulated, notwithstanding the stipulation.
