The Board or a hearing officer or panel will grant a continuance upon a joint stipulation of the parties or the existence of emergency conditions or for good cause shown upon a written request filed with the Board, hearing officer or panel not later than 10 days before the hearing and physically served upon the opposing party at least 10 days before the hearing. “Good cause shown” will be narrowly construed. Any party requesting a continuance for good cause shown shall appear on the date set for hearing and be prepared to proceed.
