The Board will serve a notice, advisory opinion, declaratory order or other document by mail or in person. If the Board serves a notice, advisory opinion, declaratory order or other document by mail, the Board will consider service to be complete when a true copy of the document is deposited in the United States mail, postage prepaid and addressed to the last known address in the records of the person to be served.
