Notice of a hearing must be served at least 20 business days before the time set for the hearing. A hearing which has previously been continued may be reset on notice of not less than 20 business days. A notice shall be deemed to have been served when a true copy of the notice, addressed to the person’s address of record and with postage prepaid, is deposited with the United States Postal Service.
