“Eligible school” means a school that is eligible to receive telecommunication services at a discounted rate pursuant to 47 C.F.R. § 54.501. The term includes a consortium of schools eligible to receive telecommunication services at a discounted rate pursuant to 47 C.F.R. § 54.501(d).
