  • “Forecast of low growth” means a forecast of the peak demand and energy consumption for a utility’s bundled retail and wholesale customers that the utility has an obligation to serve, based on the lowest rate of growth consistent with the lowest rates of economic and population growth that can be reasonably expected to occur within the service territory of the utility during the forecast period.
